I may be wrong but I think this is the last PPV not named Wrestlemania to be held at a stadium. Why was this the case and did they really give away tickets just to sell it out?

Because it was HBK's hometown and they wanted to hold it there so Shawn could win the WWF title back from Vader. That was supposedly the original plan and it was changed to Sid instead. Allegedly, a lot of free tickets were given away to fill up the Alamodome.
Also, the WWF had not hosted an event in an arena that big since WrestleMania VIII at the Hoosier Dome in Indianapolis so I guess they needed to do another one to help business.

Lol in the KC 97 timeline, Corny said Vince was gonna have him do promos mocking cowboys, yeah you're right, the original plan was that Vader was gonna hurt Jose Lothario and HBK was going to avenge him, it didn't work out because allegedly Shawn didn't want to share the spotlight with his own trainer, man if that is true Shawn was really an asshole.

Even though it was papered to hell to fill, it still did look cool having a non Wrestlemania at such a big venue

Because WWF was getting it's ass kicked by WCW in all forms, so they wanted to book an event like they were big. At least that's my opinion.
