are you referring to the Tazmission with barbed-wire in Tajiri's mouth, or something else?

are you referring to the Tazmission with barbed-wire in Tajiri's mouth, or something else? yep The feud was based around Taz essentially finally becoming a company guy during his title reign and endorsing Tajiri after a match, leading to Steve Corino (whom he was feuding with) to come out and Tajiri to turn on Taz. Taz was pissed off he essentially blindsided himself and took it out on Tajiri. The feud was supposed to go on longer and rumored to have ended with Corino/Taz at N2R, but then Taz signed with WWF literally within days of Heatwave, same as the Dudleyz. Dudleyz left almost immediately, while they let Taz finish out his commitments leading up to Anarchy Rulz '99, one more TNN taping (vs. Sabu) and one more ECW Arena show (rematch vs. Mike Awesome), as well as N2R.

This was also the same PPV that ECW announced their television deal with TNN.
I believe it was supposed to be designed in such a way that it was such a violent act that Taz choking Tajiri shouldn't even be shown on pay per view. In that regard, it was a little dumb because anyone who knew ECW's history knows it wasn't even the worst thing the company had ever done and theoretically, there wouldn't be any new fans ordering the PPV because ECW hadn't debuted on TNN yet.
On a side note, I absolutely LOVE this show!!! The opening tag match is one of my favorite matches of all time. The entire show was solid.

Yes TNN had been announced by the time of heat Wave 1999. i remember meltzer at the time saying content like the Dudley's 30 minute tirade of the audience; calling Mothers whores etc, was never going to wash with network television.
Heyman should have been cutting that short of shit out of the act by this point in order to appeal to a broader audience. There are ways of being "extreme" without it being so on the nose.
