Probably the main villain of Bloodsport, for me.
As for henchman, Yamashita in Samurai Cop is a current favorite.

The bad guy in Fist of Fury is legit the best Big Boss.
That weasely dude from Return/Way of the Dragon.
Bolo Yueng in Bloodsport gets a close second though.

Kareem Abdul Jabber
Might not be the best, but is by far the most memorial in my mind. The sheer thought of his striking distance blows my mind.

I've always been biased about O'Hara from Enter the Dragon as a henchman. I loved how he was in the Game of Death movie with three "Bruce Lee's". And the way he died via "Enter the Dragon" kick lol.
Yes Shang Tsung in the first MK movie. 100% hell yes

Seconding Kareem.
Also, in Jackie Chan's "Armor of God" (released in the US as "Operation Condor 2: Armor of God", even though "OC2" was actually the sequel to "AoG"), the main villain is an evil monk/priest who doesn't fight, but his henchmen are four African-American women who proceed in kicking Jackie's ass for several minutes. Great fun!

Kareem Abdul Jabber Might not be the best, but is by far the most memorial in my mind. The sheer thought of his striking distance blows my mind. The original footage from Game of Death is superb, pity Bruce didn't get to finish the movie. His fight with protege Dan Inosanto is also damn good. I also have to throw-in Sho-Nuff from The Last Dragon up for nomination.
