I loved this game so much, I have the (import) soundtrack.... the anthem and the board game level music alone was worth the price

It is a fantastic game, but I don't know if it's the best game that's ever been on a Genesis console. That library is chock-full of gems, after all.
Now best run and gun style game? Yeah, I'd definitely put it up there.
