As a personal favorite I would have to say Scott Bradley and his scores for Tom and Jerry cartoons. The shorts would not be the same without it.

Yoko Kanno is probably my favorite animation composer. She's pretty much a legend, nay, THE legend, when it comes to anime soundtracks. Just some examples of series she was the composer for: - Cowboy Bebop - Ghost in the Shell: Stand Alone Complex - Wolf's Rain - Darker than Black - Kids on the Slope - Terror in Resonance I also quite like the newcomer Hiroyuki Sawano. He hasn't done much yet, but his works have easily been the best of 2013 and 2014 where he's composed the soundtracks for series like: - Attack on Titan - Kill la Kill - Aldnoah.Zero You know, just three little shows that no one has heard of.

I've always been a fans of James Venable (Powerpuff Girls, Samurai Jack...and more.), Daniel Ingram (My Little Pony: Friendship is Magic and more) Micheal Giacchino (For his work on several Pixar films such as UP!, The Incredables and Ratatouille) and of course the late great Richard Stone (Tiny Toon Adventures, Animanics and Freakazoid.) All four of these guys have composed a wealth of eclectic tracks that perfectly hit the right tones in their work.
And of course one cannot have a great animation composers thread without a mention of Alf Clausin (Most notably known for his work on The Simpsons.) As it was several of his memorable songs that helped cement the Simpsons place into pop culture.

Joe Hisaishi and it ain't even close. Special props to Yuji Nomi for his work on Whisper of The Heart.

Obviously, Carl Stalling wins forever here.
Not exactly straight animation, but I've always loved Mark Mothersbaugh's work on Pee Wee's Playhouse. Rugrats, not as much, but still good.

I'll add in Kenji Kawai, who has worked with Mamoru Oshii on many of his great films, especially Ghost In The Shell.

Whoever was responsible for Transformers/G.I. Joe/Jem in the 80's did an amazing job with the score.
