I'd start up with them getting jobber entrances and upset wins. First week Enzo, then Big Cass. Third week tag team against the two guys they beat and win again. Then fourth week let them do their NXT entrances introducing themselves to the crowd.
they also need a double team finisher. They should act like it's not a big deal after hitting it challenging their opponent to get back up then covering for the pin. Then grab a mike and run down their opponent because to stay down after that they must be S-A-W-F-T Sawft

Why would you have them debut without the thing that got them over in the first place? to make the crowd want to chant it. Intro them with it and get a crowd that doesn't all watch NXT then they come off as a couple of asshats. Show them off so that they've backed up their claims before they made them and make fans want to chant along with them once they learn to speech.

But their whole appeal is their charisma; that's why they got over to begin with. Debuting them with no fanfare getting "upset" wins would likely have them end up like Xavier Woods.

He debuted to no fanfare and beat people with his finisher, than by the time they tried to do anything with his character the crowds didn't give a crap about him. I think your idea would be okay for some other NXT guys (like Mojo Rawley or somebody), but Enzo and Cass' strongest attributes are their mic skills and charisma. Without that, you just have a small guy who dresses like an asshole and a big guy who kinda' looks like Edge. Just have them come out and do their NXT shtick and beat, say, RybAxel, and then from there decide whether or not they'll be heels or faces based on how the crowd reacts to them.

These guys are fantastic. I'm enjoying them so much I'd be happy to see them continue on NXT for another few months and getting a run with the belts before they are brought up to Raw.

They need video intro's to build them up, like the Razor Ramon vignettes. Show them in their home turf, show what they're all about and end every segment with S-A-W-F-T, even have Big Cass look at the camera and ask "do I need to spell it out for you?" Have the announce team hype them up, have JBL talk about how strong big Cass is, how entertaining Enzo is. It'll maybe make more people check out NXT on the Network, and it'll get them over as A Big Deal.
Just DO NOT have them appear on a random episode to crickets.

Their first match they just need to be the de facto heels, walking to the ring with microphone in hand doing their obnoxious mic work heel gimmick a la the early New-Age Outlaws. If it gets them cheered turn the face quickly.

I can sorta see mrjl's idea working, but 3 weeks of into videos and then have them come out doing their shtick would imo get results faster.
