He hasn't exactly grown with his audience the way Timberlake and Michael Jackson did (in fact, he's regressed), so he'll probably keep fading.
I can see One Direction still being able to draw nostalgic crowds like BSB or NKOTB were able to ten years from now, Biebs not so much.

He still has fans, but he has lost ground and has had a good deal of difficulty transitioning into an adult musician. He's not exactly taken very seriously, for instance.
It doesn't help that he has burned bridges with some by having an attitude. Not a lot of chance of him doing another SNL, for instance.

He had a concert movie out last year it didn't do very well.
It made about 6 million at the box office but it's reported budget was between 4 and 5 million not counting advertising.
Comparatively his original movie from 2011 made like 99 million
