Wondering this while watching Survivor Series 1991 last night. I get that that's how it was back in The day. But it seems kinda unecessary now. They own the footage. Why not undistort it?
It looks like Ric Flair is flashing people when he undoes his rob to show off the REAL world's title.

I'd guess because they were using the tag belt and it would look stupid without the blur. Plus that was part of the storyline I believe.

They also might not have video of it not blocked? I don't know how stuff works.

Because Jack Tunney ordered the belt to be distorted and you do not rescind or reverse a Jack Tunney decision even if it is ten years after he died and almost twenty years after he stepped down as WWF President!

I know there was an uncensored version of, say, the Funeral Parlor where Flair confronts Hogan, so you can also hope they did the segment(s) before the censoring. Or have a take where it wasn't censored. With this, since it was live I doubt they have more than one take. Same as the MSG events where they blocked out the RWT.
FYI, the "tag" RWT was not really a tag belt. Maybe at SurSer it was (I can recall seeing the typical red "World"), but after that they had a modified tag belt which debuted the black "World" that would appear on the actual tag titles when Money Inc. won them. It also read "Wrestling Champion" at the bottom (no plural "S") and had the "Tag Team" ribbon covered with three circular designs. I know the picture is out there somewhere, and someone even sold a replica of the Tag RWT.
Now if only the GWF could be so lucky!!!

Well why could the Authority keep holding the WWE title in abeyance? The referee's decision is final, and Daniel Bryan did win it in the ring and did not surrender it. And didn't he ban Hogan and Warrior from ever wrestling each other again? He should have saved us from Halloween Havoc '98, then...unless the order becomes null and void if you moved to WCW.

Did they black out the red writing of "World" to make it, somewhat less obvious?

Yeah they had to distort it since by that point Flair had to stop using the NWA title on TV for legal reasons. The distorted belt was a storyline and thus it's still going to be distorted now.
And yes, Jack Tunney commands it.

Because people want to see stuff as it was originally broadcast. It's the same reason hardcore Star Wars fans hate the "remastered" editions. I don't want to see 2014's interpretation of 1991. I want to see it as it appeared in its time.

Worth noting Flair DID in fact come out with the big gold belt on occasion. But at Survivor Series 1991, it was the tag title being used. Makes sense to keep it blurred, it would require a lot of editing to remove (pointless) and the commentators speak about it getting blurred out.

Sometimes, apparently, he had the "Vegas" Big Gold at this time too. (this is the BG ripoff seen at Fall Brawl '94)

Even if people figured it out, unless WCW or the court wasn't happy enough with it, they should have kept using this one IMO. It resembled the real deal enough but was not exact enough so that they couldn't say it was the same.

You can see the Vegas BG in Flair's book, in the picture where he is wrestling Bret Hart. I think said match is also on the Dungeon Collection, and the belt is seen briefly but uncensored.

I want to see it as it appeared in its time. I now want to see a remastered version of Survivor Series '91 with the tag title belt standing in for the real world's title unblurred and someone dubbing over the commentary by explaining that thanks to the Freebird rule, Ric Flair was a world tag team champion as the aristocratic, non-face painted heel member of the Legion of Doom.
