As supercalifragilisticexpialidoscious as Mary Poppins is I'd have to vote for The Love Bug.
Though for first time viewing Blackbeards Ghost is the most hilarious.

I'm gonna say Happiest Millionaire. Most of it is not that great but the parts that are great (which happen to coincide with Tommy Steele being on-screen) are my most favorite in Disney live-action cinema (namely Fortuosity and Let's Have a Drink on it).
If I have to pick one that is watchable from start to finish then I would choose The Devil and Max Devlin but that's cause I'm biased for some Elliott Gould.
