Well, third verse, a little different from the first. What were (or even still are) some characters that actually scared you or at least creeped you out? For me, the main one was Hexadecimal from ReBoot

Lavos, specifically in the bad ending of Chrono Trigger if you die in the final battle where you have to sit there and watch as it slowly consumes and turns the world into a barren wasteland. Basically rubbing it in your face that you failed and now the future is screwed because of you. Not to mention the music in the background which just added to the feeling of despair.
As a child that was probably the most disturbing scene I'd ever witnessed. Never before in a game had I been punished for failure like that. For awhile after the first time it happened I would just reset the game if I lost in the final battle just so I wouldn't have to sit through that whole thing again.
Definitely made me want to eventually beat that game all the more though.

When I was a little kid, Mega Man. There was something about him that always rubbed me the wrong way. His little beady eyes, or something. Everyone else mentioned so far was cool with me, especially/even Hexadecimal. But Mega Man was the devil when I was a child...

I was afraid of Diesel because he yelled a lot, but I wasn't afraid of Undertaker, he was scary in a good way.
I don't know who wouldn't have an irrational fear of Hexadecimal. She was scary.

The Tenth Planet Cybermen on paper should just be laughable. Cloth faces, everyday materials, bulky costume, sing song voices, and an overall appearance that reflects a 1960s show with a budget. And yet... The whole thing together just creates an image that's just instinctively off. The cheap look somehow creates the picture of people just barely stitched together via technology with little vestiges of humanity (the eyes which were not supposed to be seen) creeping out just enough to make what one would think would be old cheesy sci villains you laugh at into arguably the most horrifying appearance the Cybermen have ever had.
