We have the "not really underpushed" thread...now for the other side? Let me start with the Chris Jericho debut in 1999, easily. Everyone thought he became an instant star after the promo, but after interfering in promos, he just seemed stuck in the midcard perpetually, with flirts into the main event. Yeah politics had a role in that (especially that first year!), but still. And don't get me started as him being Savage to HHH's Hogan.

I object to the Dusty Rhodes WWE push. I thought his push was terrible.
His big debut against Honky Tonk Man ended with Honky being taken out by a foreign object for Dusty to get the pin.
His feud was Savage was not great for him, losing to Savage by count-out on SNME and only beating him in the mixed tag at WM6 when Sapphire pinned Sherri.
Survivor Series '90 he got pinned by the Undertaker.
Could never get the upper hand on DiBiase and got pinned by him at RR '91 in the big father & son tag match.
Overall his run was very entertaining but didn't really do great things for his credibility as a main event wrestler IMO.

Glacier?
Vignettes aside, any momentum he would have had (little I'm sure) was kicked to hell by the NWO catching fire right as he was coming around.
BUt people might remember that one correctly. I've seen it a FEW times.
