The question is why would you want to do that though? Because there's no need for both belts, and it would be a waste to build Rusev up just to feed him to Cena. At least someone would actually benefit this way. I do believe that we need more belts, but the US Title is kayfabe equal to the IC belt so having both is redundant. It's also the last remaining piece of the brand split era and needs to go. Plus the US belt is in this weird limbo where no one can win it without seemingly being pushed above the midcard so it's like none of the actual midcard level talent will ever get a chance with it.
