Why is it that with the exception of Kane, Rey Mysterio, and a few others, the WWF/E has never really pushed masked wrestlers that much? Heck, in the 80s/mid-90s, masked wrestlers were basically used as saturday morning squash fodder (ie, the conquistadors). You'd think a company so big on merchandise would have liked to cash in so they could sell masks.

It's probably something Vince McMahon sees as synonymous with "wrasslin" and we all know how he feels about that.

Outside of Mexico and Japan, masked wrestlers as draws died down in the mid 80's. WWF liked their wrestlers to be colorful cartoon characters and felt masks took away from that.

Okay, didn't The Patriot have an instant push when he was around in 1997?

The "ban" (I use quotes because I no longer remember if it was a legitimate ban by the city/venue, or a made-up rule touted as such) on masks in MSG early on was a big part of it. They couldn't bother with masked guys because there wasn't a point, as they couldn't main event their biggest shows. Vince's lack of interest in them probably stems from that. You would figure he'd have a more keen interest in it though, as he definitely wants comic book characters in a way, and it would be a way to squelch various problems caused by talent departures (See: Sin Cara, Max Moon).

It was a legit ban on masked wrestlers. The Spoiler wrestled a couple MSG shows unmasked. It wasn't overturned until years later and Mil Mascaras was the first masked wrestler in the Garden.
