I was at wal-mart yesterday and while passing by the toy section, i noticed they STILL had Brodus Clay figures on display. So this begs the question, which figures do you recall still being on shelves WAY past their original release? Taka Michinoku figures could still be seen on certain toy racks as late as early 2000, and i was still seeing WCW figures (in paticular, Luger) on the shelves after wcw closed.

My local Big Lots store still has some Alberto Del Rios and I think some Evan Bournes.

For YEARS my local Wal-Mart had a solitary double set of the Gymini(Shane Twins) tag team figures. And I'm talking years and years after both guys were released into the ether.

All the local stores near here are loaded with Del Rio and have been for years.

In the attitude era, it was definitely Jackie and Dr. Death's BCA figures. On the Toybiz front, there were tons of Disco Inferno "Bruiser" figures and various Goldberg/Nash figures from what I recall. I know when my local Walmart first opened in the late 90s, we had TONS of just Nash and Goldberg from the first Smash n Slam set.
In the TTL days, it seemed like there was a new set every few week, so it's harder to say. I think the Unchained Fury Flair was a stick around (he was in a suit). I honestly don't remember as many being shelfwarmers.
For RA, Eric Bischoff in a karate outfit and one of the last Paul Heymans in the jacket refused to go away. Several CS figures like Moolah and Iron Sheik warmed pretty hard. Lost track of how many 2-packs didn't move, but I know The Highlanders and that bald couple took ages to leave stores.
For Mattel, their Legends line bombed initially. Legends 1 and 2 sans only a few people were everywhere, and at Kmart, they had a "Hall of Fame" line (not the badass one that launched this year) where they just re-released select guys from L1 and L2. Those things didn't move until they were clearanced out. The Legends 2-packs at TRU failed miserably too, but to be fair, they launched them early on before they had a lot of names to use. A few Entrance Greats guys didn't do so hot, either. It's a shame because I think the market is ready NOW but wasn't back THEN, so we had to wait literally years before Mattel started taking more risks with the classic guys.
For the modern Mattel guys, the Build-a-Figure line at TRU has failed miserably as of late. It was so clogged up with Del Rio/Punk/Sheamus figures that the US didn't even get the Paul Bearer set, which is the only way to get Bearer as of right now. Brodus Clay in the main Elite line warms like crazy, as did several Rey figures over the years. I remember specifically John Cena in red from a few years ago was one of the bigger shelfwarmers after being released in slight variations all year long. Oh, and Elite 12 Orton in the crappy plastic brown shirt. I found that literally YEARS after initial release.

Honestly, I believe there's a direct correlation between being featured on WWE television and moving action figures. This past March I was at the Times Square Toys R Us and, outside of the giant John Cena dolls, the only action figures they had were Alberto Del Rio, CM Punk and Brodus Clay, and they had them in bulk.

The Jakks 3-Pack Legends set of the Fabulous Freebirds warmed the shelves at the Walmart in the previous city I lived at for years.
Also, the Joey Styles figured warmed the shelves at Toys R Us for a while.

Going back a few years during the Hasbro years, I remember the nearest toy shop had many, many Wrestling Superstar Virgil figures, this was about 1993, early 94, I think Virgil had become an afterthought by about 1992 anyway.

Nothing around here sat around longer then The Gymmi, hell I bet the reason they are finally gone is they gave them away to anybody who brought anything wrestling related. Same with the Jackie and Dr. Death.

LOL I was at Walmart last week,I am betting the same Walmart,and laughed when I saw how many Brodus Clay figured they had left. I know with the Hasbro line I always saw lots of Brutus Beefcake and Jake the Snakes pegwarming.
