If you're gonna do it on a budget, you'll have to give them incentive to work for you, and one main incentive is the freedom to do outside events, which is something TNA still frowns on, even though their last show was 2 months ago and they've only done things for about 19 days this year. I know I'm trying to keep it serious, but in my EWR, TNA is filled with guys like Gillett, War Pig, Bear, Made in China, and those kinds of people. Are those Wrestlers or Horses in The Kentucky Derby?

I'd like to comment on a few things before I give my opinion:
To the OP: I don't think your roster signings are realistic for TNA in it's current state. You need to remember that a lot of guys have dreams of being in WWE with a lot of guys such as Ricochet, Gargano etc etc likely being guys the WWE will pursue in the next 5 years. Also your roster seems to be signed with guys who are simply good wrestlers and this is something TNA has an abudance of and quite frankly it doesn't seem to be working for them. I feel that TNA needs entertainment style wrestlers and whilst I'm unfamiliar with some of your list I don't see a lot of that around.
To the poster who suggested Mike Quackenbush: A lot of people tend to pick a person who is a good indy matchmaker without considering the responsibilities of TV. If you want someone to lead a company they need to have ability to see talent, the ability to make good matches and the ability to write stories for television. I think production skills would be preferable as well. Quackenbush has one perhaps two of those traits but I think he'd fail on TV.
So now onto my opinion. Hypothetically lets say Dixie comes to me and I can sign up to 10 new faces on a Pay Per Appearance deal to join their current roster (No walkout). Here is who I sign:
- Brian Cage (Guy is a monster and is still relatively young. Has potential to be a top guy in TNA but after having three or four trial matches with them and TNA not getting the hint I don't think they're interested. Me? I'd sign him in a heart beat and he'd be my TV Champion long term. Would put him over every midcarder TNA has and then bring people in especially to job to him)
- Goldberg/Rey Mysterio/Rob Van Dam (One of the three would be signed and it'd most likely be RVD based on realisticness. Not a long term deal but I'd sign RVD in April 2016 and build to a match at Slammiversary between him and someone. TNA really lacks big stars that have big fan bases and signing one of these three at least gives them another main event option to replace Angle)
- Greg Marasciulo (Another guy that TNA had no interest in. Great flyer and whilst I don't know where he's currently at in wrestling if he isn't signed to a big company I'd take a punt on him. Hell, at 28 you could potentially build the entire X-Division around him and give it a little direction which it desperately needs
- Jigsaw (Another guy TNA has pretty much messed up with. Just like Cage he's had a couple of matches for TNA but they had no interest in him. Throw him in the X-Division as your resident villain and let him and Andrew Everett tear up the X-Division)
- Luke Hawx (He's in his mid thirties but he's never been on big time TV before long term and that's a shame. A talented guy who looks the part and he has a wrestling school that could result in TNA scouting more talent. Throw him in a tag team with a current TNA star and just let them be arrogant bad ass heels who kick ass)
- Raven (Raven should be managing someone and could occasionally wrestle in one of those wrestler vs manager matches where he just gets his ass beat. Has absolutely no shot at returning to the WWE and I don't know how well he does on the indies anymore. He's a familiar face for TNA fans though, has a fan base and he is someone who can still cut a promo that gives the fans goosebumps. I'd also have him sit on my creative team and throw ideas out there but I'd never make him head booker or anything like that)
- Sami Calihan (Right now Sami has some interest from the smart fans but it's also unlikely that he'll return to WWE. TNA could take him and make him a star and I think he could appeal to the masses with his look. Pair him up with Raven and perhaps create a group with Raven as manager, Calihan as leader and a couple of other dark characters to join. Perhaps do a heel version of The Menagerie with Raven being the carnival owner and Calihan being his "main prize". They could immediately begin a feud with Crazzy Steve to introduce the two and build into some dark heel group.)
- Taz (I know he was having pay issues but in terms of announcers he's the most realistic option out there that also has the TV experience you want in an announcer. I think if I'm in charge I have Dixie sit down with Taz and apologise for his payment not being on time and make him a heart to heart promise that it won't happen again. Pay Taz on time and on a regular basis because Pope is doing nothing except making people tune out)
- The Beaver Boys (CZW Tag Team that I think could fit in TNA. I've not seen a lot of them but they're decent flyers and they'd probably sign with TNA. TNA really desperately needs to build their tag team division back up.

So yeah, I think those guys would mesh well with the TNA landscape. You debut a few more characters (Raven, Calihan, Jigsaw and Cage) whilst still bringing in guys to fill places in divisions that need to be filled. Also make the sound of the show better by getting rid of Pope and adding Taz.

K, to follow up on my first post:
Step one is changing the contract/pay structure. From here on out everyone is a part timer-they are free to take whatever dates they want on the side, the only requirement is that they do not interfere with the dates they are scheduled to perform for TNA, and if there is a schedule conflict they need to let me know as far in advance as possible. That is how most indy feds work and at this stage that is what TNA is-a slightly more prominent indy fed.
Step two is to trim the fat-and believe it or not, there is some to be trimmed. Kurt Angle and the Hardy's are at the top of the list-yes, they are big names and star power helps draw in the crowd. But for the amount of tv coverage TNA has now, their star power is of relatively little value and really doesn't justify their paychecks. An appearance by Jay Lethal will generate about the same kind of ratings an appearance by Matt Hardy will generate for the tv spot TNA is in. Also, as I suggested earlier, the women's division would officially get axed. I'd still run women's matches, but they will become a less frequent, special attraction kind of feature. And a few other old hands like Abyss and Mike Tenay would also be on the chopping block. The funds those releases would free up would then be devoted to bringing in promising indy talent on a part time basis.
And step three would be that classic move: try to set up talent exchanges with other promotions. No way is it going to happen with WWE/NXT, nor is it at all likely with ROH, New Japan, or AAA. But it could be possible with GFW, Lucha Underground, Chikara, and some others. No "invasion" story, just "how about we lend you some of our guys and you lend us some of yours?" No going to be some sort of make or break thing for TNA at this stage, but would at least freshen up the roster a bit and would be a start on rebuilding the promotion's reputation.
Lets be honest with ourselves here: there is no going back for TNA. They will never recapture what they once where. But it should be obvious at this point that they are not going to die out as long as Panda Energy keeps tearing the check. So the best thing for TNA would be to embrace what they now are and focus on existing as an indy fed with name recognition. They're never going to become a million dollar enterprise, but they don't have to be a laughable money loser either.

It's going to get harder for them to replish the roster when, as Bad News said: most of the guys and girls will make more money working indies than they would working TNA, and the carrot on the string being that TNA can give you TV exposure really isn't true any more, since they lost Spike TV. With Spike, you had a million people getting a chance to see you, with DA you had roughly 300,000, and with POP, no one knows yet, but it's definitely not going to be Spike TV levels. Most would much prefer not having the stink of TNA attached to them and working the indy dates until an NXT offer comes along. i Talents don't have to choose between working indies and TNA. Most current TNA talents ARE working indies. If anything, a lot of younger lesser known talents will work TNA in order to improve their brand and get more Indy bookings. I think "TNA stink" stopped being a thing once Joe showed up in NXT. TNA Stink was just a big boogeyman from the days when WWE refused to sign anyone who so much as scrolled past a picture of Dixie Carter on the Internet.

I don't know about GFW, since they appear to be non-existent any way, but I do like the idea of Lucha and/or PWG in some form of a talent exchange. Brian Cage is a guy I'd look into. Also agree that if they bring in any Indy talent, they still have the right to work for other Indies (would add the caveat that they could not appear on any PPV). I'd also rebuild the women's division. There's gotta be some Indy feds that feature women's wrestlers, scout, bring them up to TNA. They probably make pennies on the indy circuit anyway so a $500 per appearance plus on top of what they make on the Indies would probably suffice? And just to add one more thing, I keep reading stuff about them offering ADR and the Bucks a contract. So they have the money, but instead of paying someone six figures, split that and get 7-8 people and fatten the roster up a bit.

Most of those names would be way too expensive- if not impossible- for a shoestring budget like this is- where the point is try to fill the roles as cheaply as possible. Quite frankly- you wouldn't have a prayer of getting Brian Cage considering the 7+ year Lucha Underground contracts. Throw in the issues when Hernandez tried breaking the Lucha Underground contract to go to WWE, and it's not hyperbole to say you'd have a better chance of John Cena showing up in the Impact Zone than anyone on the Lucha Underground roster. Raven and Taz may not have done anything- but honestly, even they'd be too expensive for a shoestring budget. You get them, you might have to give up on any of the other names on the list...and Goldberg, Rey Mysterio, or Rob Van Dam? Screw just "shoestring", this boils down to "Enjoy having a two hour Variety Show dedicated to them, featuring two hours of the star you pick talking about whatever comes to mind."

Glad we can agree, but I have to argue that trying to rebuild the women's roster just isn't whether doing for TNA, at least not the way they are right now. To elaborate: 1. As it is they already dint have much of a roster. Maybe a dozen or so women facing each other in the same matches over and over again. And the majority of those women are at a point where they really don't bring enough value to the promotion to be worth keeping around for anything other than nostalgia. 2. Even if TNA released all the women they have in order to free up funds to bring in fresh faces, they probably wouldn't be able to afford to bring in enough women for enough dates over a long enough period to build a solid roster. And 3. Competiton from NXT and other promotions. For all the reasons listed above, there's really no way for TNA to build a roster that would look like a viable alternative to those competitors. And even if they tried, there would be the ever present possibility of NXT just grabbing up any women they try to build up virtually at will-especially if you applied the part the forums I mentioned. So as stated above, for the position TNA is in right now, they would probably get the most bang for the buck out of women's wrestling by not keeping a full time female roster and using women's matches as more of a special attraction to add variety to a card rather than as a regular thing that happens on every show. Or at least that's my theory.

At this stage they may as well just kill off the women's roster altogether. They don't have enough female talent to make a viable roster, and it woukd at least free up some small amount of funds for other purposes. Might as well dump the Tag Belts along with the KO title, and for the exact same reason. The only belts TNA should bother keeping is the World title and the X-Div belt, and the latter is on shaky ground as well.

Hell, at 28 you could potentially build the entire X-Division around him and give it a little direction which it desperately needs - Jigsaw (Another guy TNA has pretty much messed up with. Just like Cage he's had a couple of matches for TNA but they had no interest in him. Throw him in the X-Division as your resident villain and let him and Andrew Everett tear up the X-Division) - Luke Hawx (He's in his mid thirties but he's never been on big time TV before long term and that's a shame. A talented guy who looks the part and he has a wrestling school that could result in TNA scouting more talent. Throw him in a tag team with a current TNA star and just let them be arrogant bad ass heels who kick ass) - Raven (Raven should be managing someone and could occasionally wrestle in one of those wrestler vs manager matches where he just gets his ass beat. Has absolutely no shot at returning to the WWE and I don't know how well he does on the indies anymore. He's a familiar face for TNA fans though, has a fan base and he is someone who can still cut a promo that gives the fans goosebumps. I'd also have him sit on my creative team and throw ideas out there but I'd never make him head booker or anything like that) - Sami Calihan (Right now Sami has some interest from the smart fans but it's also unlikely that he'll return to WWE. TNA could take him and make him a star and I think he could appeal to the masses with his look. Pair him up with Raven and perhaps create a group with Raven as manager, Calihan as leader and a couple of other dark characters to join. Perhaps do a heel version of The Menagerie with Raven being the carnival owner and Calihan being his "main prize". They could immediately begin a feud with Crazzy Steve to introduce the two and build into some dark heel group.) - Taz (I know he was having pay issues but in terms of announcers he's the most realistic option out there that also has the TV experience you want in an announcer. I think if I'm in charge I have Dixie sit down with Taz and apologise for his payment not being on time and make him a heart to heart promise that it won't happen again. Pay Taz on time and on a regular basis because Pope is doing nothing except making people tune out) - The Beaver Boys (CZW Tag Team that I think could fit in TNA. I've not seen a lot of them but they're decent flyers and they'd probably sign with TNA. TNA really desperately needs to build their tag team division back up. --- So yeah, I think those guys would mesh well with the TNA landscape. You debut a few more characters (Raven, Calihan, Jigsaw and Cage) whilst still bringing in guys to fill places in divisions that need to be filled. Also make the sound of the show better by getting rid of Pope and adding Taz. If you're using these question marks and calling out everyone else's problems, then yours get the same. Most of those names would be way too expensive- if not impossible- for a shoestring budget like this is- where the point is try to fill the roles as cheaply as possible. Quite frankly- you wouldn't have a prayer of getting Brian Cage considering the 7+ year Lucha Underground contracts. Throw in the issues when Hernandez tried breaking the Lucha Underground contract to go to WWE, and it's not hyperbole to say you'd have a better chance of John Cena showing up in the Impact Zone than anyone on the Lucha Underground roster. Raven and Taz may not have done anything- but honestly, even they'd be too expensive for a shoestring budget. You get them, you might have to give up on any of the other names on the list...and Goldberg, Rey Mysterio, or Rob Van Dam? Screw just "shoestring", this boils down to "Enjoy having a two hour Variety Show dedicated to them, featuring two hours of the star you pick talking about whatever comes to mind." Sure, but I slightly went off topic and said if TNA in it's current state said I could bring in 10 guys this would be them. This is pretty much a "Who would you realistically bring to TNA?" topic for me and I said as much in my post. These guys are realistic options for TNA in 2015 (Especially with Angle leaving) and even then the expense wouldn't be huge since they'd be on PPA deals and the "big star" I mention would be around for a few months max. How expensive could Raven and Taz realistically be? Raven is in his fifties and to be honest I haven't seen him advertised on a card in months so he'd probably enjoy a couple thousand dollars every 6 months when TNA tapes. Taz hits every single wrestling convention that he can and is pretty much stuck doing that since the only companies that could afford him and want him are TNA, ROH (They can afford but don't want) and Lucha Underground (Same as ROH) I don't follow Lucha Underground so feel free to drop the Lucha Underground guys from my post. I'm aware of the Hernandez situation.

I'd be trying to hire up the cheapest people I possibly can and pocketing the remainder. TNA's just limping to the grave anyway, I'd be looking to embezzle from that shit right now.

A vast majority of the people on your wishlist actually are in demand and would make more in the indies than coming to TNA. Also you said this is all going to be done on a shoestring budget. You might be able to get 3 or 4 of those people at best. What you will get are greenhorns willing to work for cheap and people without that many options left to work in wrestling. Basically the current roster with a few exceptions. But fantasy tho... If he said make a roster with 2 million dollar spending cap, that is fantasy. He said replenish TNA's roster on a shoestring budget. That leaves no room for fantasy unless the names mentioned are the $5 Dollar Wrestling roster.

That leaves no room for fantasy unless the names mentioned are the $5 Dollar Wrestling roster. I get that TNA is on a "shoestring budget", but saying they can only afford the likes of Freight Train sounds pretty hyperbolic.
