Because in 2004, he vetoed a proposed battle royal for the World Title on Raw by Randy Orton who was supposed to have complete control over the show for a night on the grounds that "Anyone can win a battle royal. Steven Richards can win a battle royal.
He must hate Roman so much that he'd risk Steven Richards becoming the WWE Champion.
