Bayley and Sami Zayn. You cannot get easier characters to book than those two. Fun loving, sympathetic babyfaces that have great matches but are very white-meat and media friendly. If you somehow f*** them up, you are truly hopeless. Kinda impossible to screw that potential up I'd also add Balor and Jordan/Gable to Bayley and Sami Attitude Era booking (without the violence and sex) would have a field day with most NXT prospects. But these days ya know...

Bayley, bar none. Messing up Charlotte was always possible. She's the horsewoman with the most holes in her game.
Messing up with Becky really sucks, but she never had a really developed gimmick to begin with.
Messing up Sasha... Well that kinda hasn't happened yet because her push hasn't started.
But Bayley has everything the E would want out of a divas revolution. She does everything they need her to do and more. She may not be as good as Sasha, but she's very clearly unique, unlike Sasha who at first glance has a "typical heel diva" gimmick (though NXT showed there's way more nuance to be had). And she's a team player.
The E has hundreds and hundreds of male prospects. Some suck, some are good, some great.
In Bayley, they literally have a jackpot in their hands. A relatively untapped market. They won't get another shot.

Kinda along the same lines of them foolishly splitting up Enzo and Cass, but this one is much more likely to happen-- if they called up Gable and Jordan and split them up for the main WWE roster I think both Superstars would lose a vital element that their respective partner brings to the table.
Jordan has the good looks, chiseled physique and Alpha Dog personality (basically Titus O'Neil with better mat skills).
Gable is the second coming of Kurt Angle with all of Daniel Bryan/Y2J/HBK/Guerrero's repertoire.
Together they're flawless-- so of course I would expect Gable to debut as a singles wrestler with a "son of Doink the Clown" gimmick and Jordan to show up on RAW in a suit as the 'legal council' of Stephanie McMahon who never actually wrestles or talks on live tv, inexplicably.

Enzo and Cass could get the "Fandango-ing" treatment, I can already see them simplifying their mic introduction and holding the crowds hand through the intro with Michael Cole snickering the whole time as they beat Ascension every week.

I'll fourth Finn Balór. Probably the most talented of the NXT 5, international appeal, and Triple H's baby on top of all of that.
There are plenty screw-ups that would suck (Asuka, Zayn, Crews, Enzo, Big Cass), but I feel like screwing up Balór would be a proof of the product taking a backseat to politics. It would be the worst example of Dunn and Hayes and the old crowd killing the company in the long run to save their own asses in the short run.

Bayley can be the biggest star the WWE has EVER had in the women's division. So it has to be her. Yeah, that's why I say Bayley. They have the potential to bring in a completely new audience with her. It seems to me that Bayley has the most potential to bring in the most money. With the men, they are most likely to only build on the demographics they have now, particularly men. With Bayley, they can bring in, you know, the other half of the population. Because of that, she has a much higher money-making ceiling. If they f*** her up, WWE is throwing out a chance to draw in women (and especially young girls). That's why she's the worst call-up to f*** up.
