At the moment, they have to put Reigns on one show and Ambrose or Kane on the other just to sell two house shows.
But what match can legitimately main-event a RAW, SD, or house show with the current roster due to injuries?
I think Ryback vs Big E or Kofi Kingston could main-event.

I think Tyler Breeze and Ambrose could have a great IC feud if booked correctly. Would imagine they would easily be able to have matches good enough to main event a Raw or Smackdown.

You would think the WWE would experiment more with who they put in their TV main events, considering the third hour of Raw has been getting the least amount of viewers for a while now.

Give Barrett back his "Bad News" gimmick, keep him heel, and have him main event against Heath Slater. Because then, you're looking at a fun angle where the uptight vicious Englishman constantly gets upstaged by the plucky and snarky red-headed thorn in his side.

If they let Goldust be 90s Goldust again instead of just "regular dude who just happens to wear the Goldust suit", he could main event, and people would be okay with that since he hasn't been exposed as much as the Local Men have been.

Sheamus and Del Rio get the TV ratings, reactions, and have the same (actually worse) merchandise numbers as most mid carders, so how can I not say them? The only people who seem to think they are main eventers seem to be top WWE officials, because no statistics will back their main event status.

Anybody with strong home town/country support that has enough goodwill for the home audience to go along with it.
For example in England they could do: Barrett vs Owens for the IC title Paige vs Charlotte for the divas title in the UK
At a stretch even Swagger could defend America in the main-event with the right build, crowds were hot for some of his matches with Rusev but they never followed through.
Any veteran with enough good/bad will for a retirement match. Maybe R-Truth going crazy again talking about conspiracies, he tries to get Miz back on board, fails, annoys Vince. Truth vs Miz career on the line. That was the plan all along, conspiracy proved right.
In theory anything with a strong story. I think people would have accepted Ryder vs Ziggler featuring Hugh Jackman as a main event. In reality that won't happen very often.
In the near future I think the tag titles can main-event again but that's not two people.

Any combination of Mark Henry, Ryback, Jack Swagger, Cesaro, Barrett, Ziggler, Miz and Rusev.
As far as the low low card, I could imagine Viktor and Diego having a 5 star classic if they were given a chance.
