Assuming WWE aren't completely brain dead.
It's clear Ambrose is the more over of the two and unless they want 80,000 fans booing the ending of WM32, they are better off letting Ambrose win at Fastlane (Wyatts interfere to kill off Brock and Ambrose pins him during the confusion).
Ambrose already has the underdog story written for him. He got betrayed by his best friend Rollins, got screwed by Authority repeatedly, lost to Wyatt an amazing amount of times, overlooked by his best friend Reigns when getting opportunities, won the WWE Title only to lose it via technicality, lost to Rollins a ridiculous amount of times, continues to get screwed by Authority, and of course was runner-up of the Royal Rumble despite an entire arena's support.
I'm sure at some point, they're going to screw him out of the IC Title and give it to Sheamus/Rusev/Owens/Jericho.
Triple H vs Dean Ambrose will sell tickets.

He has been more over than Roman for two years now. It just doesn't matter to them. They chose their guy.

Nah.
Reigns will just be booed out of WM and then Vince will be like "screw it, turn him heel dammit they've ruined another WM" and that'll be it. It should be Ambrose, makes the most sense, he's got the real underdog story, connects with the crowd, works best for everyone involved including the company along with the audience but this company is too pigheaded to decide anything else. Although they apparently called an audible so Ambrose was one of the last guys in the ring, the chances of it happening again are slim mid-match.
If they want Reigns winning the last match at WM, expect him to get booed out the place. The WM fans are those same RR fans. As he is right now there's nothing he can do to win them over. That's all it is.

Dean will eat the pin at FastLane and Roman will get showered with boos. Its one thing if its Sheamus who no one likes.

Technically and kayfabe, Ambrose deserves it anyway. He didn't win the Rumble, but he lasted longer than Reigns, who was legitimately eliminated, even after getting a break in the back through most of it, and was one of the final two.

As good as the match will probably be at Fastlane, WWE is setting up Roman Reigns to be the heel in the match. There's no way he's gonna be cheered over Dean Ambrose AND Brock Lesnar.

At this point I think if we somehow, miraculously, saw Reigns/Cena at WM we'd see Cena get cheered compared to Reigns. One thing I noticed is that in the Rusev match last year Cena actually made the crowd his fans by the end of the match. Cena always does that, the crowd might boo but they respect him and he'll win them over. In Roman's case, nothing he's done makes the crowd do that with this type of crowd. It just doesn't work that way. The sad thing about this is that Reigns not turning is hurting not only him but everybody associated in the main event/uppercard area. They're spending so much time, resources and players trying to get Reigns over, guys like Ambrose being sacrificed to help Reigns, just so much on this it's hurting the overall product. It doesn't work out. If they don't do something then this period will forever be known as "the Reign of Reigns" and by that it's the time period where everybody's sacrificed trying to get one guy over and by the end of it nothing works. It's sad.

Nope. You don't build 5 months of story with Reigns/Triple H just to not give it the right conclusion it should have.
And Reigns getting booed at Mania was going to happen even if he became the most over guy on the roster. The people who fly into Manias and such every year will be the same people and they always hate guys like Reigns. That's why Cena can't get a good reaction going into Mania either in spite of what he's done in recent years.

Reigns is the correct ending to the story they're telling right now.
Ambrose will most likely get a returning Seth at Mania.

Since when did thousands of booing fans stop the WWE from killing the momentum of a wrestler who was getting over. I really want to believe that Ambrose will win the triple threat match and then defeat Triple H at Wrestlemania for the WWE Title but my mind tells me it's not going to happen. I believe the WWE thinking is that since Ambrose has gotten over because he keeps fighting back after losing and getting screwed over that they will continue with that story and will beat it to death until fans lose interest.

It depends on if the crowd respect you at the end of the day and it depends how you are as a performer. An example is, funny enough, Cena the guy you just reference. In last year's match with Rusev Cena was massively booed in the beginning but what happened by the end? Cena's performance, character and the fact he's respected by the crowd gave him a massive ovation by the entire crowd when he won. This happens in the majority of Cena's matches these days even in the ones where the "smarks" boo him. Why? Because Cena's earned their cheers and they know it. Reigns hasn't though so until he earns it in their eyes he'll continue to get booed. With the current storyline he's not earning it to them. I'm honestly sick of people saying this "Reigns will never be cheered by these fans" assuming that guys are automatically going to hate on Reigns because they "hate guys like Reigns" when that's not even true. Ryback is a "guy like Reigns" and he was loved last year. Cena is a "guy like Reigns" except with Cena he's earned his stripes. Reigns is still booed and will be booed at WM because the fans just don't respect it. It's not about the "kind of guy Reigns is", it's about that type of crowd thinking you've earned your strips which is what they don't think is happening to Reigns on this path.

OK, so what can he do to earn his stripes? He's already having good matches with most of the roster. And I don't think jobbing him out for six months is going to do much good either. The onus here is on WWE to write him (and others) better, because Reigns can only do the best he can.

The onus here is on WWE to write him better, because Reigns has been doing the best he can. Yep you're right. That's essentially the problem here and it's been the problem since they started this mega-push for Reigns. He's literally stuck because of booking and he's doing the best he can with what he's given. In Cena's case, the years of working with the crowd, mastering his craft and working with top notch guys has given him the not only the ringwork he needs along with forming a relationship with the hardcore fans. Even with bad booking he's stuck with it. With Reigns he doesn't have any of that and the booking for his character's even less focused than Cena's in his worst days. Reigns is essentially stuck until the company books him better. There's nothing he can do, nothing he can do to earn these fan's respect with this booking. This company is ruining his character and he can't do a thing about it. The sad thing is that Reigns knows it too. This is him a week before he won the belt. His face tells the tale. It would be a different story if they let Reigns earn the crowd's respect but they're pushing him to the top at an alarming rate so he can't do that.

What I would do is that I would have Ambrose with at Fast Lane thanks to the Wyatts attacking Lesnar. Reigns is understandably a bit pissed about this and wants a match between him and Ambrose with no shenanigans to actually figure out who is the number 1 contender. The Authority refuse this and start stacking the odds against Ambrose over the coming weeks while Reigns is getting more and more bitter and angry until he finally costs Ambrose the IC title and turns his back on Ambrose.
So Reigns is now this pissed off asshole that has nobody at his side and he doesn't need anyone so he is now this wild card that the authority doesn't know what his plan is so at WM Reigns gets put into a handicap match against multiple members of the League of Nations or he gets someone else who he throws down with an ultimately beats the shit out of before demanding a title shot at Extreme Rules. Then you can go however you like with it.

What else does he have to do? Stop terrorism? Save babies from burning buildings? And if they are pushing him at such an alarming rate...he would've been champ for over a year by now. Seth Rollins was pushed to the top a whole lot faster than him. It's not like the crowd was wanting Seth Rollins to be WWE Champ less than a year after going solo.

Seth Rollins was pushed to the top a whole lot faster than him. It's not like the crowd was wanting Seth Rollins to be WWE Champ less than a year after going solo. Nah, that's not letting him earn the crowd's respect though. It's just a time thing rather than a "ok if he does good here that'll get them" type of thing with those types of fans. They always appreciate the "pay your dues" mentality dealing with time rather than actions. You just can't have a guy wrestle matches with guys over a short period of time and then they naturally latch onto you because that's exactly what the company thought would work and it didn't work. However if he wrestled great matches for years in time they'll latch onto him as we've seen with a lot of wrestlers. It's never been a quick process for guys in his area. It's why he was booed now even with the matches he's been in, they think the time isn't enough. And no, Rollins wasn't pushed to the top before Reigns because this Reigns push started a while back. It's just been ramped up within the past year. At Survivor Series 2013 he was the sole survivor on his team and eliminated 4 members in the 5v5. During Royal Rumble 2014 he eliminated 12 people and beat Kane's record. Continuing that into the Shield breakup he defeated Orton of all people clean at Summerslam, the former champion and golden boy of the Authority. He won the Royal Rumble last year and then he suffered his first loss by interference at the hands of Big Show, first single's loss since the breakup which is something that didn't happen with Ambrose and Rollins, they were losing some matches. Beat Bryan of all people clean at FastLane, lost to Rollins in the triple threat. Beat Show during their Last Man Standing, lost to Rollins at Payback because Kane was pinned. Lost the MITB due to Bray, Wyatt stuff from then on which ultimately gave Reigns the win in their feud. Rollins gets hurt, Reigns beat Ambrose for belt, Sheamus stuff, Reigns becomes champion again, yada yada and here we are today. That's a clear difference from Rollins who was losing to Ambrose, Ziggler, Orton, Reigns and Cena clean. Rollins became champion but you compare that to how he was booked before and hell even afterwards given Rollins w/l record is actually worse than Mysterio's 06 WHC record. That's just not Reigns.

So the only way to prove yourself ready to be the champion of the company is to only lose clean all the time? Huh? Honestly this whole Reigns backlash is ridiculous. He needs to put in his time? He debuted in 2012, went solo in 2014, finally won the championship a year and a half later. It took 3 solid years from debut to first championship, meanwhile he was putting on consistently good matches. Roughly the same amount of time from Cena's debut to first title win. Taker took only a year to win after his debut. Lesnar was mere months. It's not putting time and dues in. It's this new entitled internet everybody-has-a-voice-and-has-to-get-their-way. I'm sick of it. Bryan deserved to be in the main event because they spent a year telling that story. There wasn't any other way to end that story and though WWE was stubborn at first, they realized their mistake. They've spent the last half year telling a Roman vs Authority story. To have Ambrose swoop in and get the title shot instead of Roman a month before the big event would make ZEEEERRRRROOOOO sense from a story telling perspective. The fans were able to manipulate the bookers one year and now they think they're entitled to be able to do that every year. Well they're not. It's actually a decent story that's being told, it'll be a good match, and the rest of the Mania card is gonna be rock solid full of talent. So just shut up everybody and enjoy the show.
