I know it's not music, but does the Anonymous Raw GM count? Made me laugh more than anything.
Lesnar's is definitely up there for that first eerie note.
HHH "Game" intro for that first power chord.
Punk's "Static" was also really good for this.

The resulting groan from the audience was hysterical. There was a segment where Cena and John Lauranitis were in the ring and Lauranitis announced a mystery opponent (IIRC) and Tensai's music hit. The disgust from the audience was priceless; if anyone has a better memory of when that happened it'd be greatly appreciated.

Undertaker's because not only is there the ominous gong sound to catch people's attention but there's also the dimming of the lights as well. Then there's the funeral march music following that up.
Austin's is great too but a big part of its "holy shit" factor is because it's Austin coming out. Same thing with a lot of the big names. But even if you had no idea who Undertaker was a person would know something bad's about to happen to whomever is in the ring once you hear that music.

Undertaker's Gong and CM Punk's Static Near the end of his heel run, I loved hearing that static just so Punk could come out and be an asshole to people. I remember he interrupted somebody's birthday party and I laughed my head off.

The little static noise before Punk's theme goes right into Cult of Personality. It's perfection.
I'm surprised nobody's mentioned the "Sierra. Hotel. India. Echo. Lima. Delta. Shield." chatter that starts the Shield's theme music.

People popped because it was Austin sure, but glass shattering is an awesome interruption sound, like Batman crashing through a skylight. (I wonder if anyone has dubbed Austin's music to any Batman entrance? Preferably the museum one in 89)

Austin. It wasn't a promo but the glass smashing when he comes to help team WWF fight the alliance is one of the greatest moments the WWE has ever manufactured. That's my favourite non-match moment ever. I was watching with a cousin and a friend and we went crazy when he came out to the arena. An all time great Raw moment that WWE don't give enough love to. Legitimately one of the greatest face turns of all time, only to flush it away six days later.
