I definitely hear the similarities, both in the bass line and the fact I think I heard "turn it up." But not the part you heard, which is weird. Anyway, I'm just guessing, but I'm imagining that was an original song for MIA or RNB Security or someone or other, created using the same program Jim Johnston used to create the Too Cool theme, and some of the audio presets on those programs were the same. Or they just sampled the same thing for their songs. Something like that.

Yea it's just generic production sound FX. The band that did "Hittin' The Jack" (G.I. Bro's Theme Song) just used the same FX that Johnston used in the Too Cool "Turn it Up" theme. There is several instances of this in some of WCW's music. Jimmy Hart used the "Do it Now" sound FX in a couple of his songs (Sean Stasiak and Kid Romeo I think).
