Snack down too ( no I'm not going back to correct that) What do you think would change now that they wouldn't have to worry about network ratings and advertisers/completely hypothetical because it couldn't last like that, but just to toy with the idea, we know they'd love to have more of a free reign. For example...
They'd probably cut Raw back down to at least 2 hours, and while the Attitude era was sometimes quite EXTREME! I could see Vince possibly inspired to throw in a few more of the odd ideas with at least one of the two shows
Really besides NXT he is free to do that now and create an alternate universe if you will-why not? There's plenty of talent that's floundering and on the payroll, why not experiment? But I digress
What would you like to see? Realistic or not?

No chance. If USA dropped Raw, they'd go to some other channel - even if something way, way lower in prominence like WGN - before they went to the Network. Without TV WWE is dead.

A lot of guys would get more opportunities with WWE not being beholden to ratings.

Not that WWE would ever let this happen but If RAW was a network only show it is more likely WWE would make it a 6 hour show than cut it back to 2 hours

It'd probably run similar to WWF TV back in the day by advertising upcoming house shows through its Raw "TV show" on the Network. Problem is, if the subscribers could just watch that same house show on the Network, they probably would. If they can't, well then many subscribers will feel ripped off and annoyed by plugs for a show they can't even see.
One reason WWE is so successful though is its multiple revenue streams. It'll stay on TV as long as it can, which simultaneously gives it more Network content, making that stream ultimately more valuable as well.

It would never manage to work for them.
WWE needs Raw and Smackdown on regular, over-the-air television in order to get fans interested enough to buy the Network. Without a regular, televised show, WWE won't be able to merit enough interest to keep the Network running.
The only thing that'd help WWE change it would be- AT MOST- WWE trying to rework a TV deal to something that would be willing to allow WWE to put Raw/Smackdown/Main Event/Superstars on the Network next-day instead of waiting four weeks to happen- not actually moving to the Network.

That would be a disaster for WWE due to the percentage of their annual revenue comes from television rights fees. If USA ever wanted to drop WWE, WWE would try to get another network to pick them up. They would NOT want Raw and SmackDown to be exclusive to the Network.

The WWE would be financially crippled because the loss of revenue would be enormous, they'd still be contractually obligated to put on 4 hours of Raw and Smackdown each week because of their international deals but wouldn't get anything like as much to do it. It'd also lead to the international network suddenly having less content than the North American one, because there's no way international broadcast partners like Newscorp would ever let them put Raw 'live' on there while it's being used as a selling point for their pay TV sports packages.
As we saw with TNA, the costs of putting on shows like Raw and Smackdown is enormous and the gates probably won't cover the costs and they're not going to get another extra million subscribers because the once free show is on there, they're more likely to have two thirds of the raw audience drift away from wrestling.

I'm in agreement with the other opinions here, it'll never happen. If they forced people to pay for all of the product, they'd lose a lot of the casual fans.
