What the f*** kind of TV has two separate remotes? I think we need pictures of the TV, and of the two remotes.

Bring it back, and get a normal TV with one remote

Insignia? Best Buy store brand. Go to Walmart (or some such) and splurge about tree fiddy on a universal remote. Piss on theirs.

A trick that I picked up a few years back is to use the camera on your phone. If you point your control at it while pressing a button, you should see the led light up on your phone screen.
It might at least let you know if the control is doing anything.

That second remote is for a Cisco Digital Tuner Adapter Cable Box and is paired with that box. You can control TV volume and power with it by programing it to the TV by:
Hold down the PROG button When the LED on top goes solid, press INFO Enter the three digit number that shows on the screen press EXIT

2 basic things to try are: A: check if the batteries in the remote are good, when you push the buttons, does the led on top of the remote flash a solid red or does is flicker. if it is the later, its probably batteries.
B: Reboot the box, just unplug it for a minute then plug it back in.
