Seems his hatred of Hogan was the only thing that kept him out.

Didn't he fake at one point during a Nitro to join the NWO and then return with WCW? Yep, it was the last Nitro before Starrcade 1997. The next week, he walks back on the set and tries to pretend everything is fine and Schiavone and Tenay grills him on joining up with the NWO.

No, because without Hogan, the NWO would have been a hipper version of the dungeon of doom. That's not to say an NWO with Hall, Nash and Sting wouldn't be a talented group, or even over as a heel faction, they would be fed to the Hulkster one by one before the faction really gains any traction and Heenan would want no part of that.
The NWO versus face Hogan ends with all three main guys jobbing cleanly and the Hulkster being pelted with garbage, live on PPV

I dont think Heenan cared either way, he didnt seem to care about much in WCW. Bobby was out for Bobby. In the lead up to Starrcade '95 he tried to broker a deal to sell WCW Saturday Night(if not WCW outright) to New Japan Pro Wrestling. Bobby was a sleazy guy but the NWO was even more sleazy.

Heenan would've supported them, but the idea of him actually joining implies him stepping out of the announce booth, which simply wasn't happening no matter what.

The nWo pretty much took out whoever they felt like, so if you're Heenan and these guys were to gain control of Nitro, wouldn't you wanna stay off their radar, so to speak? It fit perfectly with his character
