Authority figures are so overdone. It really makes you appreciate the good ones.
It's tough for me to pick a top 5.
I'd say Vince McMahon and Eric Bischoff would probably be top 2 in that order. This before they of course did it for too long and became less interesting.
Loved old school Jack Tunney. If he came after what we're now used to it's like he'd be the antithesis of a modern authority figure in wrestling. Not there at all to take up TV time. He was only there when you needed him to make a big announcement.
After that I'd say Teddy Long grew on me with how ridiculous he was, sending everyone to go one on one with The Undertakah or battle in a tag match.
Then maybe Paul Heyman in ECW to round out the top five, just because he came off as so passionate for the company.

William Regal is pretty much NXT's Jack Tunney. You mainly see him when something is important.

Dario Cueto is number one. He's the best reason to watch Lucha Underground.
Bischoff is number two; he's a slimy, greasy bastard, but he wouldn't let his personal feelings get in the way of good business, which is why he's ahead of Vince.
Vince... is Vince.
Hunter and Steph are last. Hunter isn't too far removed from wrestling, so I can somewhat buy him willing to kick somebody's ass... but Steph is just the worse, and she never gets any comeuppance.

1) Dario Cuerto
Obviously he's the number one. By far and away the greatest. When it was announced that Lucha Underground had an evil authority figure everybody groaned. "That is such a tired cliche? Surely we are all past that?" Then Dario Cuerto smashed it out of the park becoming one of the best characters on TV.
2) William Regal
Whether it was his first run in 2001 or his NXT gig now Regal is always amazing.
A HUGE gap.
3) Jack Tunney
In an era where the WWE authority figures are always on TV Jack Tunney is so fondly remembered these days for being so rarely on screen. Th fact he on;y appeared when he needed to makes it seem like he was always in control.
4) Eric Bischoff
I am sure Vince will get some love, but for me Eric Bischoff as Raw GM did Vince McMahon better than Vince McMahon himself. The second best heel authority figure behind El Jeffe.
5) Mick Foley
As a babyface commish Foley was amazing in 2000.
