Because it didn't exist.
The closest movie is Kazaam with Shaq, which is pretty much literally the same movie that people describe.
No idea where this came from. but it's another case of people having flawed memories and coming up with parallel dimensions as a theory instead of the fact that human memory is terribly flawed.

Look, I am a lover of Sinbad and his films. And like most sane individuals, I wish he had made more. But he never made a genie movie, much as I wish he did. That said, I am pretty sure he dressed like genie for a sketch once, and if you want to get more complicated I can help. Sinbad starred in Houseguest with Phil Hartman, on an episode of Newsradio Phil Hartman dressed as a genie to shill some weird product. So what it comes down to is people cannot tell Sinbad and Phil Hartman apart.

It's an interesting theory, but it's just mass delusion that gets multiplied by the internet. We have too many real things to be concerned about right now.

I don't know why this irritates the shit out of me. It could be because I remember literally taking my cousin to see Kazaam because she was a big Shaq fan. It could be because I remember Sinbad wearing a genie-like outfit when he was in an All That sketch as Ishboo's father. It could be because "Shazam" is another name for Captain Marvel and is now the name of a goddamn comic book.
I mean...I didn't even know people literally thought Mandela died in prison. Just..huh? We have the internet. Why....? Huh?

There was also that 60s Hanna Barbera cartoon Shazzan which was also about a genie. Come to think of it, H-B also had a cartoon called Sinbad the Sailor. So people are basically confusing (relatively obscure) H-B shows.
