Specifically talking about the mid 1990s here where WWF business was doing very poorly, meanwhile NJPW was producing some quality stuff. Not sure how you would compare the two as they obviously ran different areas. Perhaps, it could be measured by total audience each was able to draw in a given week or month.

Well, there's no doubt there has been weeks and months when NJPW outdrew WWE. I looked randomly at August 1995 and the only shows NJPW ran that month were 5 Sumo Hall shows that all sold out. I think WWE's only had one or two months ever where they averaged over 10,000 and NJPW was doing that every year for the G1 for a little while.
Having a higher average attendance over full year would be tough. Japan only has so many big cities, meaning they run a lot of shows in less populated areas. Even when NJPW or AJPW were at their hottest a lot of those house shows were only drawing a few thousand people. Maybe there was a period in the mid-90s when WWE was struggling that NJPW or AJPW managed to out draw them for the year but I have my doubts. Major Japanese companies can compete with WWE in terms of big show attendance but house shows are always going to kill their averages.
