WWE does seem tone deaf at times, but I'm sure they hear the reactions Reigns has been getting forever. Why they pot to do nothing about it is the shocking and head scratching part.

Nothing is for sure that's for sure. Everyone is guessing who wins the Rumble or what matches happening at Wrestlemania but it is all still up in the air. They planted the idea of Roman vs Goldberg. But they also did the same for Owens vs Goldberg or Bray vs Roman or Goldberg. But let's focus on the person who folks dislike instead of the other stories on the table. There may be other threads to discuss that. This one is about times when the WWE thought they would get a big reaction that never came. You keep trying to force this 'everybody is constantly slagging of Reigns' narrative when it isn't justified. Back to the topic and the moment that instantly cam into my head was HHH after his loss to Lesnar. They expected "Thank you Hunter" chants and got "You tapped out". It was a glorious moment where the fans crapped on HHH's egotrip.

Nothing to me beats when Brock and Reigns played "Mine no Mine!" with the World Title to basically dead silence, on the GO HOME to WrestleMania... like that was friggen beautiful. And they're still trying with Reigns, and it's still not working, in fact dare I say it's worse. Jesus...

They actually did something where a part timer interacted with the current roster for once so I'll give them a pass for trying.

When Reigns and ol' whisker biscuit were staring each other down, they thought it was gonna get the reaction of the century for their boy Roman, you just know it. Then th double spear should've clearly sealed the deal, but nah it got a mildish reaction. It's hilarious when you can see things set up from a mile away to get their MOMENT but you just know it's gonna fail. Like the Cena/Orton stare down in the Rumble that time getting crickets. I was there. It did get a great reaction. It is often times hard to judge the crowd on tv.

These are the same people that, when Reigns got shat on at the 2015 Rumble, told him backstage that they can't book for one town's reaction, when he had been getting booed for a long while. Tone deaf doesn't describe it.

Yeah I was about to say. That applies more to chants in bigger arenas than general reactions. On TV it could be a crowd mic issue. Ive been to a few shows where the crowd is going nuts. Watch it back on TV and its pretty muted.
