Nah, I think it only really works as a series offshoot where you can build on what's come before. On its own as a two hour thing, I don't think it would work as well or be as well received. I can see it as part of the Burtonverse as that's really the only one it can be linked to well - schumacher-verse - Do we need reminding of that? Schumacer-verse IS the Burtonverse. Commissioner Gordon and Alfred are the same in the films and Batman mentions killing the Joker in Forever in his speech to Robin about killing Two-face.

Well here is the thing. Comic book movies are event movies and as a fan I fear the scope continuing to grow is slowly leading to the bubble bursting.
We dont have Thor 3, we have Thor plus Planet Hulk and a side of Dr Strange. Captain America 3 was Civil War. Batman v Superman and ita follow up the Justice league.
Eventually we will hit that point where they say what can we do next: sometimes this is a good thing. As much as I love Jason x or Friday the 13th pt 8 even. Taking him to Manhattan or Space also kind of killed the franchise.
Eventually the Batman retreads will burn out and I think we will get Batman Beyond. If Blade Runner does well and Marvel continues doing well in their super fantasy settings it really is a no Brainer.
Maybe even to bookmark Afflexks eventual final appearance as Bruce.

I doubt it. And honestly, I wouldn't really bother to do so. You'd basically have to devote a movie to an origin story, which kind of weakens what makes Terry as a character work, and it'd be a hard sell having a Batman movie likely more costly than others with just him would be due to the powers the suit has and the more upscaled villains, while likely not having as much in the way of a return due to being more a niche product and one even the comics can't seem to adapt without butchering.
Plus Beyond kind of has too many similarities with Spider-Man to make for a decent movie anyway. A lot of how it actually plays out is different and Terry isn't like Peter, but the show still has a LOT of Spider-Man elements to it that would probably be all the more apparent in a movie.
