This is like asking "which tastes better: A grilled cheese sandwich or mayonnaise covered raccoon feces between two pieces of bread?"

I dont see Honky as a legend in the slightest, he is one of the most overrated people in wrestling history. Right time, right place IMO. The gimmick wasn't anything special, yes he got heat, yes people wanted to see him lose, but once he did no one cared about him and never did again after Summerslam 1988. Wasn't a particular great worker, decent talker. Totally overrated.
Who did he fued with following Summerslam 88? Dusty Rhodes? before joining Rhythm and Blues? Who were a C card tag act and by 1991 he was gone. He was in WCW for 10 minutes, had a dreadful but quick run as a manager in 1997 and thats it.

Warrior went mainstream. Ok, he didn't have the best run on top, but if you look at parodies of pro-wrestling, he's one of the stock characters they use. He broke through to that level of awareness.

Honky Tonk Man's entire deal is the year and a half run he had as WWE Intercontinental Champion. Once that was over he was pretty much done, did a run in WCW and was fired for refusing to job and now has spent the past 20 years running around on the indies bragging publicly about how he refuses to take a bump and how he won't do anything for small time promoters. I saw a match of him on YouTube where he was legitimately wrestling in the outside area of a bar in front of about 40-50 people.
I'm not a fan of Warrior either but he was a multiple time WWE Intercontinental Champion, won the WWE Championship, was a hero to many and then left. He returned, not to the outdoor area of a bar but to the WWE where he stayed for a few months, left and then went to WCW where he received a big main event push and millions of dollars before leaving there and having his retirement match in front of a very full arena crowd in Spain. He never was wrestling in a bar, he was never at the local rec hall and despite his final match being quite boring and showing how out of shape he was at least he had a great final farewell match against a somewhat suitable opponent in front of a packed house. Honky's last match will probably be at the flea market.
