The kid can read the minds of everybody in town and anything he wishes comes true and what makes it worse is that he has a mean streak. How would you defeat Anthony Fremont?

Think of something extremely horrific that would cause him to faint or fall over in terror. Which give me time to bash his head in.

"Hey kid, listen up. In a few years you're going to be hanging out with Brigitte Bardot, and your psychic powers won't do you any good. I mean none. Suck on that." And when he's really down and out about it, get the taser!

The blueprint was set in the episode. Hit him with something heavy while he goes after someone.
But if we take a page from Village of the Damned. Picture something. Waves, a brick wall, something to hold his focus ad hide true thoughts. If you have a bomb, then awesome.
Or just act spontaneously while he's happy.

Practice something, some attack, over and over again, in reaction to something that he would predictably say or do, until it becomes muscle memory. Then you'll do it without even thinking.

Have him spend so much time in some special kid's mind for hours that he goes crazy. Wait that might backfire. Then again that raises another question, how would special needs child act if they had Anthony's powers?

As an aside, I love American Dad's reference to this episode. When Stan goes mad with power, and using the CIA starts forcing people out of the neighborhood to live in the Cornfield Inn.

Get into the habit of baking things for him on an extremely regular basis to win his trust and make him in the habit of eating things I give him, and then get into the habit of being extremely careless while mixing things in a dirty kitchen with tons of cleaning products and stuff lying around, in the hope that if done enough it'll eventually lead to him getting poisoned and dying in a way that isn't strictly done intentionally but is set up in such a way that this happening is all but inevitable, or at least sick or injured enough from this as to catch him at a somewhat vulnerable time and properly kill him.

Now that i think about it, technically the thing stopping him from getting killed is people not having the guts to kill him. The kid lucked out by living in the wimpiest town ever.
