I don't even know if this is in the right section, it's only here because Gallows and Anderson are in the WWE. So, the Bullet Club and the "too sweet" gesture, that little hand thing that kind of looks like a duck bill. What's that about, who started it and why is there a long list of people doing it? The following is a spoiler from an upcoming episode of Impact, so don't click if you don't want a (I guess fairly big) spoiler. {Spoiler}Cody & Brandi Rhodes also made an appearance and thanked the audience for being too sweet. Cody called out Moose and thanked him for helping out Brandi with Decay. He announced that Moose was like family to them, to which Moose said that he always had their backs. TThe segment took a wild twist as Cody kicked Moose between the legs and accused him of being a slut. Cody was irate that Brandi had Moose’s number and asked if they were sleeping together. Cody then beat down Moose, made a Bullet Club hand gesture to Moose and left with Brandi. So there's different guys from different companies from different era's all doing this stuff. Why?

Because the fanbase of New Japan have politely agreed to ignore that Bullet Club is literally the NWO and so as a result, they keep doing all the NWO's signature spots (like the "too sweet" gesture that was blatantly stolen from the Kliq's hand signal.)

It's a wolf. The hand gesture was started by Hall, Nash, and X-PAC, who were the original Wolfpac. It was quickly adopted by all members of the NWO. Bullet Club is an NWO tribute act, and to an extent could even be viewed as a modern day extension/continuation of the NWO.
AJ, Gallows, and Anderson were Bullet Club members, and kind of still are, they just aren't allowed to call themselves that in WWE. Cody Rhodes is a current Bullet Club member in New Japan and is acknowledging this in TNA.
The Bullet Club is amazing in how it has a presence felt in several companies. TNA, ROH, CMLL, New Japan, GFW, PWG, and unofficially WWE all have members.

The Bullet Club doing DX/NWO shtick definitely felt like parody. It seemed like they were doing it very tongue in cheek, saying 'Suck it!', doing crotch chops, doing the too sweet thing to each other. Today it seems less like parody and just continuing to do what they've always done.

Bullet Club was created as a heel gaijin stable in NJPW, meant to mimic and bring over all the Western tropes associated with groups like the nWo and DX. Hence, they started using "Just too sweet" and the "suck it" chops to go along with that.
For anybody wondering, yes, Karl Anderson reached out to Scott Hall for his blessing on it years ago. Scott's son, Cody, even joined Bullet Club as their young boy for awhile.
