Wikipedia describes it as "the eighth installment in the X-Men film series."
I have a hard time accepting that and look at it more as it's own film.
What's the consensus here?

Given it directly shows Xavier's school and has two students from that school in the movie, I'd say it definitely qualifies.

I'm not great with the timeline of these movies, but would Deadpool's part in Wolvering Origins make sense if Deadpool is part of the series?

No, the X-Men are part of Deadpool's universe.

According to the screenwriters, yes, he is, though how exactly hasn't been decided yet:

100% in the X-Men Universe, without question.

Yeah. It's set in the future timeline that was created at the end of Days of Future Past. Only way to explain the completely different Colossus.

Yeah. It's set in the future timeline that was created at the end of Days of Future Past. Only way to explain the completely different Colossus. It was actually planned to have been the same Colossus. Daniel Cudmore was offered the chance to reprise the role, but turned it down. It wasn't until then that they chose to take Colossus in a different direction. The guy's gotta be kicking himself now.

Also, the Wade Wilson part of Origins takes place in 1973 and the "Deadpool" part in 1979, while Deadpool is clearly present day. No way you can reconcile that time gap if Deadpool and Origins were part of the same timeline.

Well, if Hugh Jackman's in DEADPOOL 2 like they've been teasing (and I swear a couple months ago they completely shot down that - yet headlines still show up suggesting Jackman's in on it) then yes - it is.

i'm saying no.
I think it's in a bubble universe which only Deadpool can interact with things from outside of it, explains the differences in colossus and the "is it the mcavoy or stewart version?" line from Deadpool.

It is absolutely in the X-Men universe. It's not even debatable.
It certainly has its own "vibe" but that doesn't make it a separate world.
Also, as for Origins/Deadpool confusion: The timeline was rewritten in DOFP. Origins was set in the original timeline, Deadpool is set in the revised timeline.

The X-films had a enough plot holes / conflicting events and characters, so to me it fits right in!

Yeah, it's the 2016 of the new continuity.
Origins: Wolverine is pretty much non-canon now. Hell, I think Emma Frost being a villain in First Class already showed they were planning to pretend it never happened that far back. Now it's only there to be the butt of jokes.
