In the episode where Marge paints the picture of Mr. Burns, in the scene where Ringo Starr recieves the picture of himself Marge drew for him, he says "Gear!". Is this some type of British slang term (I'm assuming in this context it means the same as "Nice")?

"Gear" was more of a Beatlesism in the early '60s, particularly during their more clean cut days, than an actual common British slang word, and seemed to be one of their synonyms for "great" or "excellent."
Today if you were talking about "gear" to a streetwise Brit, they'd assume you were looking to score some heroin.

Can't say I've ever heard "gear" used in the way portrayed by the Simpsons. I've only ever heard "gear" used as slang referring to recreational habits which are not conducive to a healthy lifestyle

I always took it just as an exclamation in general, one of those nonsense noises of approval that people make i.e. 'Oioi!', 'Wahey!' etc. There's so much British slang, a lot of it regional so that one part of the country would be totally unfamiliar with it.
