Open world racing in general? Need For Speed Undercover and Most Wanted (2005). Most wanted is better IMO, but those are the two I can think of at the moment.

The Forza Horizon games aren't as arcadey, but they are pretty damn fun open-world racers with a TON of stuff to do.
NFS Underground 2 I remember was the very first to have open-world, but its pretty barren. Dunno if they fixed that in future games.

I want to say Midnight Club 2 for the PS2 but I might be thinking of another game. Midnight Club 3: DUB Edition actually has 4 "open world" cities. The only problems it has are the loading times and framerate drops, which are both kinda ass. The rest is fun. |

GTA 5 has some good racing once you get to it Online and off in my opinion.

I think that the NFS Most Wanted Remake from 2012(?) was made by the same guys from Burnout Paradise, and its also a open world racing game
