According to the IMDB tribune, Amy Jo Johnson had reprised her role because she was under contract to do two Power Rangers films. I still wonder why Austin St. John was in the movie. But then again, he was the gold ranger on Power Rangers Zeo and that show was on before Turbo.

All I remember from this movie is seeing a poster for this in the Village Cinema at Westfield Parramatta in 97 & then it eventually came out 18 months later in October 98

Yeah, this was the point for me when Power Rangers wasn't cool anymore. I remember briefly seeing random episodes of later stuff like In Space and such and thinking the turnover in characters and powers was incredibly high. I also very briefly remember Bulk and Skull becoming cops. Now that was a show I'd want to watch.

after In Space (which was supposed to be the grand finale, because they were getting cancelled) they decided to make each season standalone, with only an annual crossover with the last team (because Super Sentai did the same thing so the footage was already there

Bulk and Skull WERE actually considered for their own cop spinoff at one point, which is why they had the weird phase where they were invisible and then monkeys (?!?) because the actors were busy
