Not every show has them and some shows use them to great effect, but don't overuse them
For example, I love Newman on Seinfeld, he's a great foil for Jerry, but it's not too much and sometimes they are in cahoots,
But sometimes, they get to be too much for me
Like on the show Blackish, Dre's mom has some good lines sometimes, but I just turned it off last night after she again manipulated her daughter in law and made her say she was in fact a failure at raising her own children. f*** her, man lol
A couple of Disney shows come to mind, like the principal in Lab Rats, what an insufferable bitch who did wind up helping at times, but still, I gave up on the show before that might have happened.
there seem to be more of these on kids shows that are unrelenting and it can really take away from the show where the lead usually loses out.
Examples?

I can't think of one of the top of my head but some love doing the "heroes think they won but really they just did exactly what the antagonist wanted all along." to death... to the fact where it just makes the heroes completely ineffective.

Connor from Angel. He was an annoying little shit.
Probably more a tweener though.

Young Justice narrowly avoided that like 700 times, but always walked that line.

The Authority on Monday Night RAW
There is a huge difference between "Asshole boss that sticks his head in 30 seconds per episode to ruin things" and "always there always ruining".

Young Justice was one of the ones I thought of, even though I generally liked that show... they did rely on that crutch pretty much every episode in season 2. Though as I said it didn't ruin the show... I'm sure if I think harder I can come up with one that did it and ruin it.

Yeah, I said it before but the McMahons have been at it for 20 years now, the good guys come and go without ever really accomplishing the goal of taking them out. Why should I care if someone beats Triple H? I know he'll back and screw someone else over. Wrestling works best when the villains disappear, not the heroes.

I wouldn't say they ruined the show, but Breaking Bad got a lot less interesting once the nazis, Todd, Lydia, etc. showed up.

Olivia's Dad on Scandal. He's incredibly overpowered and even when he seems to lose, it's all part of the plan. Plus, when it comes to acting, he goes from zero to Devil's Advocate Pacino in 2 seconds flat 3 times an episode.
Sylar in Heroes. Way too powerful. Way too much plot armor.
Felicity in Arrow. Frikkin Mary Sue. Before you says "she wasn't a villain", she actively prevented the protagonist from accomplishing goals. Definitely an antagonist.
Natalya in WWE. "Oooh, fun new division with lots of new wrestles, wonder who will be challenging for the title... oh, it's Nattie. Again."

Not to mention the animated progenitor of "everything worked out in my favor", David Xanatos on Gargoyles; another example where they didn't let it bring the show down.

I thought the title said protagonists at first and had plenty to suggest, can't think of any antagonists at the moment

Depressed me when season 5 came around and he became so much more likeable. And then canceled *cries* Savitar for Flash this season is killing my interest in my favorite DC character. This pisses me off to no end. Even though the show had jumped several shark by this point, the vampire god cult in True Blood made me quit the show finally. Can I cite a game and say that Team Skull just takes me completely out of Pokemon Sun?

If you never read the Game of Thrones books than I am pretty sure the Lannisters and than eventually Ramsay is what killed the show for people.
Based upon first episode people were really mad at Negan as well and thought he went to far and they said they would stop watching the show
