I've seen this phrase used here but never heard it before-who here likes it/doesn't like it?
For myself, I don't want a tv on unless I'm watching it, I don't need it and I'm not quite sure why it's a thing. Do some just not like things to be too quiet?

If you watch a disaster/zombie movie you'll notice that background noise is how you spot the early warning signs so it's common sense to keep an eye/ear open for such things to increase your chances of survival.

For me personally I typically have background noise at the gym or if I am doing homework at times. So at the gym, if there just happens to be a show that more or less interests me, an episode that I happen to love, then I'll leave it on while I finish my sets as it really just pumps me up from time to time.
Homework scenarios would be different as sometimes it'll be some classical music, Tool, or trailer music playing in order to help me focus.

I'll sometimes go on Netflix and put on a series I've watched before while I'm playing a game on my phone or something. I can't really explain why it's helpful, but it's nice to have it there.

If I'm home, the TV is generally on. I sleep with it on. It's a must have for me. When I get to a hotel, walk in the door, TV on.

I like hearing a news-radio stream when I'm working... when I'm on the computer at home I'm usually listening to either a podcast or Coast To Coast AM. I would rather be able to hear a human voice (or music) than just having to listen to the drone of machinery, computer fans, the clicking of keyboard keys, printers printing, neighbors arguing, etc.

If I am spending an evening on the computer, I like to have something playing in the background to let me know that time is passing. I used to play games and look up to see that it was 4am and I hadn't slept but still had to be at work four hours later. Now I'll pop a series on Netflix and each time the credits play for a new episode, I look up at the time. It helps to keep me grounded in reality.

Yeah. It's just something people do.
My parents used to have the TV on when they were doing stuff or the radio.
I'm sure each generation had their version of it. Like whistling while you work.
I think it comes down to the idea that if you're doing something repetitive or menial it helps your brain focus to have something going in the background.
If I'm doing a task that requires more brain-power or has a series of steps that are new to me, I don't want background noise.
So, there you go.

If I'm doing something like ironing or preparing dinner then I'll have the radio on, and if I'm walking my dog then I'll likely take my iPod. However, sometimes the best background noise - and I apologise if this sounds a bit hippy like - is nature, so the iPod will be switched off and I'll just listen to bird song.
