What I'm thinking it was is that, y'know, Russia had that big nuclear meltdown and stuff and all that radiation had to have gone somewhere...I'm thinking into the snowy mountains! Where was Rocky training the whole time? The snowy mountains of Russia! Probably hard to get water up there too, so he was probably melting and drinking that radioactive snow too! So when Rocky fought Drago, he was like the Hulk or something! Rocky IV is actually Hulk vs. Terminator!!!!
