I can totally see Steph winning and unifying the two Women's Titles.
In fact, I'm nearly willing to bet that was the first thing mentioned as a "this is our plan if the second title doesn't work" when they made the second belt.

But Stephanie "winning" either women's title wouldn't be that surprising. It would be a surprise right now because she hasn't had a match in years and there's no indication she's going to have one any time soon, and yet it gets brought up any time she's mentioned like we've been told it's going to be. This is what I'm talking about; people are holding against her something they decided is an inevitability without any reason to actually believe it is.
