My cast would be
Christopher Reeve - Superman (Obvious) Kurt Russell - Batman (Escape from New York, got the jawline.) Debra Winger - Wonder Woman (Appeared in the original W.Woman series and went on to impressive things at the time) Mel Gibson - Aquaman (Rough and ready Aquaman, austrailian accent makes him an outsider) Kevin Bacon - Green Lantern (Flashdance was just released, I could see him being a pilot/lantern) Steve Guttenberg - The Flash (He was everywhere in the 80s and fits the role) Christopher Walken - Martian Manhunter (Who else is going to play the Alien?)
Villain Brainiac - Ben Kingsley (Just did Ghandi, bankable villain) Lex Luthor - Gene Hackman (HAckman is essential) Scarecrow - Jeffrey Combs or Brad Dourif (You need a lackey, why not the scary villain)

Actually, i'd replace MM with Cyborg to tie in with the Superfriends cartoon, and have him played by either Billy Dee Williams or Carl Weathers. As for the villain, while I'd like to see Darkseid, I know that it would look pretty cheesy with 1985-era effects and makeup, maybe have a proto-legion of doom, with Brainiac (in his pre-cyborg look), Cheetah, Black Manta, and Sinestro. Dont know who would play them though. Getting back to the main cast, even though he wasnt exactly known for action movies, I think that Michael J Fox of all people might be a decent Flash (Fox was moving out of teen roles and into playing adults by the mid-80s anyway). Well, Ernie Hudson DID voice him on the cartoon. Though he 1) doesn't have the build and 2) people would see Winston Zeddemore. Given that Superfriends reruns were still a thing, and you had the last season premiering on Saturday AM, I'd be surprised that our fictional movie exec wouldn't just replace J'onn with Robin. Most of us at the time were used to him being accepted as a core member of the Justice League based on the cartoons, and yes we were still into the Adam West mainstream image of Batman, who was inseparable from Robin.

I know Mel Gibson was still semi in Aussie mode in 1985, but I think he would work well as Batman. I dunno about Lundgren as Aquaman, he seems too big and too much of an ass kicker. A decade later I'd just cast Brad Pitt and call it a day. Kurt Russell can shift over to play Green Lantern. I do like the Michael J. Fox as The Flash casting.
Regarding the villains has there ever really been a GOOD Lex Luthor in a movie? I love Gene Hackman in most things but he plays it way too goofy and cartoonish, more of a buffoon than a mastermind. We know Jesse Eisenberg was historically terrible and an instant Razzie winner. Really I'd say the now disgraced Kevin Spacey has been the closest thing to a solid Luthor.

William Shatner as Bizzaro would be the best See, my thing with Bizarro is I feel it's best if he's played by the same guy who plays Superman, being that Bizzaro is Superman's clone or alien double depending on the continuity. Shatner having a part though would be good though, but not Bizzaro.

How it should have been done....
For the producer and director I'd go with Richard Donner and Tim Burton. They made the best two Superman and Batman movies to date IMO. Sam Hamm (who wrote Tim Burton's Batman) would have written the screenplay.
Superman would have been played by Christopher Reeve. It's a no-brainer. He understood that character better than any actor to play the role. He'd have excelled even further in a film with a more serious tone.
Batman would have been played by Michael Keaton. The greatest ever Batman/Bruce Wayne. Burton was considering off-beat actors for several years before Batman went into production and Keaton had already played a playboy type character in 1984 in "Johnny Dangerously" so he would have surely been in consideration for a mid-80's Justice League movie. Both Burton and Jon Peters (lol) grasped the concept that the guy playing Batman should not necessarily look like a stereotypical hunky superhero but someone who could blend into normal society (thus hiding their superhero identity).
Wonder Woman would have been Lynda Carter. Another no-brainer. She would have been the right age and it wouldn't have been a problem.
Those three characters and actors would have formed the core of the film, with other JL members having smaller roles that could be expanded in later movies. My preferences would have been Michael J Fox for the Flash, John Cusack for Green Lantern, Kurt Russell as Aquaman and Denzel Washington as Martian Manhunter.
For a villain, Jack Nicholson as the Joker would be the obvious choice, even back in 1985. If more villains are needed I'd have John Malkovich as Sinestro, working with Lex Luthor, who Gene Hackman could have continued to play.

It really is interesting how no one that has followed Reeve has remotely measured up. He really was like someone walking in from central casting that was specifically geared to play Superman. No one has ever been a decent Lois since really, though I think Courtney Cox would have been ideal had she done it in the wacky Nicolas Cage flick that never happened. Kate Bosworth seemed way too young and inexperienced to be a bit older and have a kid. Amy Adams is basically in MILF territory age wise and has NO chemistry with Henry Cavill. Margot Kidder was just right.
I don't think there is a definitive Batman. Am I the only one who has never gotten the Keaton love? I always felt that Burton hedged his bets and focused more on the villains because he too wasn't sure Keaton would work, and you can kinda tell that in the first 2 movies. His look as Batman is awesome and the Batmobile is the best in the 1989 film, but Keaton as Bruce Wayne? Bleh. I quite like Kilmer in the role, possibly because Batman Forever at least attempted some stronger characterization with the character. Clooney would probably tell you he was the worst. I'd say Bale was easily the best Bruce Wayne since he had a ton of material to do but I never liked him much as Batman with the goofy voice. Affleck may well go down as the Timothy Dalton of Batman, since his ultra violent and dark take on the role in B vs. S was very divisive.
Actually I take it back. The definitive Batman is Kevin Conroy on the cartoons.
