But not the 2010s!
Basically anything that isn’t one of the big five four. Also, no mentioning Canadian Stampede or Money in the Bank 2011 because most long time fans already know they’re great.

Venegence 2003.
What a fantastic pov from top to bottom. So underrated to this day. The whole smackdown locker brought it that night. Plus the only ever ppv match with taker and Cena.

This'll be a popular answer, but Fully Loaded 2000.
In fact, most PPVs between Backlash 2000 and No Way Out 2001.
EDIT: and Unforgiven 2006, I think?

Unforgiven 2006 - Lita/Trish in Trish's last match, a wacky HIAC and the great Edge/Cena TLC. Backlash 1999 - Solid card from top to bottom and capped by an overlooked Austin/Rock main event. No Way Out 2000 - HHH/Catcus HIAC, Angle/Jericho, the Dudleys win their first title and a fun six man tag. Backlash 2000 - Rock/HHH in their best match, Austin's return, a hidden gem in Scotty/Malenko, a great IC Title match and strong Hardcore & European Title matches. Fully Loaded 2000 - A classic Jericho/HHH LMS match, strong main event and IC Title match, plus a surprisingly fun opener. No Way Out 2001 - The HHH/Austin 3 Stages of Hell match, Angle/Rock was a blast, a really good IC Title Fatal Four Way. Backlash 2004 - HHH/HBK/Benoit rematch and the awesome Orton/Foley match. Vengeance 2005 - Batista/HHH in HIAC, as well as the HBK/Angle rematch. One Night Stand 2008 - Just loaded with good to great matches.

No Way Out 2003 IMO the single most stacked B level ppv WWE has ever had.

Going back to the mid 1990s, I really like the December 1995 In Your House. The July 1995 In Your House is quite good too.

Backlash 2000 - Rock/HHH in their best match, Austin's return, a hidden gem in Scotty/Malenko, a great IC Title match and strong Hardcore & European Title matches. This is a great show, but I want to highlight this Scotty/Malenko match which is in my all-time top 20 and maybe even top 10. I can't believe that two low-card guys, wrestling for a title nobody has ever cared about, had such a phenomenal match. Malenko I expected this kind of shit from when you give him enough time for a match, but I always thought Scotty was a one-spot kinda guy like so many Attitude Era talents were.

Wasn't there a No Way Out PPV that opened with a four way IC Title match with Benoit, Jericho, Guerrero, and X-Pac, then closed with a Triple H vs. Stone Cold cage match?

Two words: Canadian Stampede Not a wasted moment When a solid Undertaker vs. Vader match is the worst match on the card, you know you've put on a great PPV.

I’ll always have a soft spot for This Tuesday in Texas. I know it’s not great in ring and was a cash grab but I just enjoy it. Maybe because I was like 8 at the time.

Backlash 2001 - Fantastic Raven-Rhyno match, Regal-Jericho in a very well worked somewhat comedy match and Benoit-Angel in a great match. Austin/HH vs Taker/Kane main event was solid as well.
