Shawn Michaels, but not by a huge margin. Not only is his list of classic matches amazing, the diversity of opponents with whom he had them is impressive as hell.
After HBO, I'd go Savage, Flair, AJ and Angle.
All are obviously great wrestlers, but that would be my top 5 out of those options.

Bret Hart is my personal favourite.
It's impossible to be objective in this because all eight are probably the best North American in ring wrestlers of all time.

Bret could work any kind of match, heel or face, safely and make it look as real as anyone.

If it was a true list of the 8 best ever from North America I could easily see Eddie Guerrero, Ricky Steamboat or Curt Hennig cracking that list.

As great as the Hitman and HBK were, It’s AJ. I’ve been watching wrestling for 30 years and he’s hands down the best in ring performer I’ve ever seen.

All are pretty good choices expect I would say Kurt Angle doesn't belong with the others. Most of his "best" career matches are him wrestling the exact same finisher-kickout fests that I hate. He had some great matches early in his career working with legends like Rock, Austin, and Benoit, but when he got to lead the way, things fell apart pretty quickly. Post neck-injury roid-rage Angle is one of my least favorite wrestlers ever.
My favorite is probably Randy Savage. His character work was unparalleled, and his matches always kept you guessing. There's no finisher spamming, no five moves of doom, no feeding the same comeback every time, no easily predictable finishes. Just fast and furious action that zigs when you expect a zag and finishes when you least expect it. Just incredible in all the aspects of wrestling I care about.

The fact he has that many votes and hasn't wrestled properly for almost twenty years suggests to me just how good he is.
KOTR 93 he had three classic different matches Summerslam a few months later he had two great matches, one immediately after the other Royal Rumble 94 he did double duty again, as he did again, a few months later at Mania 10.
Not only does that prove reliable workrate, they were also all very watchable matches, often different styles, which all involved great storytelling.
This is an example of how good he was (IMO) but you also had the matches with Perfect and Bulldog at consecutive Summerslams, plus a catalogue of great Hart Foundation tag matches including Nasty Boys, Brainbusters and Demolition, all on ppv.
To me, there are none better than Bret

Fr, Shawn is a great all-time wrestler, but imo he would oversell way too often. Most of the others on this list (except maybe Flair) never had to bounce around like a ping pong ball like Shawn would.
