Was kind of curious about this so decided to look over the list of champions and do a breakdown of it, though I might well wind up missing someone.
For what it's worth I don't count Punk's second reign because he turned heel after having it for like eight months rather than winning it as a heel, and I don't count his first win because while he was officially heel the dude so wasn't a heel by that point and was basically face the instant the Pipebomb happened. Don't count Savage's first reign for the same reason as Punk's second.
Way I total it then is...
AJ Styles Batista Big Show Bob Backlund Bret Hart Brock Lesnar Kurt Angle Randy Orton The Rock Shawn Michaels Steve Austin Triple H Undertaker
Field expands a bit if you add the World title to it (offhand know that adds Edge, Sheamus, and Bryan and I'm sure there are more - arguably Kane since he was kind of in the process of turning heel when he won the World one) but yeah, think that's it. Pretty elite set of names really.

If you add the World Title, then Punk actually does get on the list, because he won the World Title as a babyface off of Edge, and then as a heel off of Jeff.

Bret Hart -- I guess it depends when you count that he turned heel before or after winning the belt at In Your House Final Four Regardless he won it as a heel at SummerSlam.

Kane only won the WWE title once, was a heel. World title reign included...he TECHNICALLY was a face until it was revealed he was behind his brother's troubles, despite cashing in on Mysterio.
