Let’s play a Marvel “What If?” game here.
Say the TNA “Monday Night War” thing was a success. That, for whatever reason, the company really took off, from a word of mouth phenomenon to genuine mainstream hit. Now, in present day, Impact Wrestling is now the XBox to WWE’s Playstation.
How would the WWE have responded? What would Monday Night Raw be like to go up against this new challenger, who are neck and neck in the ratings and sometimes overtaking them? Would there be any drastic changes? What would be done differently?

No AJ Styles in WWE, for a start. At least not within the context of being disillusioned enough with TNA to leave for New Japan first. A competitive TNA would likely have the financial clout to keep him, and also in trying to one-up WWE, they’d probably actually push him as the ace they always claimed him to be.

Daniel Bryan would've been pushed with higher priority due to overness. He may or may not have sustained the same injuries he had due to taking way to much offense in meaningless midcard matches.
The Shield would've broken up, turned on each other, saved each other, gotten back together, rinse and repeat far more often than they have.
CM Punk would've been given everything he wanted and more.
Bryan, Punk, Rollins, Ambrose and Reigns would be the top five guys assuming Cena is still on his way out.

The women would be a much bigger focus than even now to compete with the Knockouts.

It'd force WWE to be more creative and risk taking instead of the by the barrel mass produced bullshit that is currently killing multiple should-be stars. Alternatively some of those stars wouldn't have to take their bullshit if they had an alternate that had just as many fans and paid just as well.

I agree with most of this, especially with Punk and Bryan, but would their fates have been the same? Possibly, but they would have more likely looked for an organic star like Ambrose,Cesaro, ect. vs building up their own. The Shield would have still been successful. The main part is it would have forced WWE to actually listen to the fans. We might have actually seen a heel Cena, much like Bret Hart in '97. Also, there is no way they would still be forcing Reigns as a face. Either way, they wouldn't be able to get away with the current booking and would have to step things up.
