Times when Royal Rumble rules weren't enforced?

There have been a few.
My nain rules is that if you are thrown over the top and your feet touch the floor you are eliminated. It doesn't matter who throws you over. That's the rule. So the following were legal eliminations:
-Bossman in 88 by Hogan
-Piper in 90 by Bad News Brown
-Vader and Taker in 97 by Austin. Bret too by Austin, but I'll get into that later.
-Kane in 2000 by X-Pac. I guess Rock too.
-Maven in 2002 by Taker
-HBK by Shane in 05
-Whoever King Booker eliminated that time
However the guys Vader eliminated in 96,including Shawn, should have all been eliminated, so Diesel should have been the rightful winner of 1996. Owen went through the ropes Vader attacked him, but then HBK eliminated him later which would have counted regardless.
Also of course Savage should have been eliminated in 1992 too. You can eliminate yourself like Ahmed Johnson in 1997 or Drew Carey in 2001.
And Mill Mascaras in 97 right? No.
Like I stated to be eliminated from the Rumble you have to be thrown over the top rope. So Martel in 1991 was not eliminated and neither was Chavo in 2006 who both any through the ropes. This is especially important in 1997 because all 30 men, including Vader, Taker, Bret and Austin were thrown over the top rope, except Mill who should be the rightful winner.
Then you have the case of Curtis Axel. He claimed he wasn't eliminated. True. But he wasn't in the match, he was replaced. This first happened in 1999 when Mabel attacked Mosh and stole his number. Then in 2004 when Foley attacked Test and then in 2005 when Angle bullied Nunzio and stole his number. You could argue that Curtis is different in that he actually entered through the curtain, but the fact he never reappeared before Number 30 should eliminate him anyway in my book even if you don't count Rowan as a legsl entrant.
That brings us to the "if you don't enter before the next entrant" you are eliminated" rule. I personally have that as "if you don't enter or don't try to enter before No.30 has entered then you are eliminated."
So I would have Savage in 91,Booger in 94,Skull in 98,Spike in 04, Scotty 2 Hotty in 05 and Curtis for sure eliminated the moment it became obvious that they weren't going to be able to complete in the match due whatever reason. This also eliminates Hornswoggle who simply gave up in 08.
With Owen in 98 he returned before No. 30 and Austin in 01 entered just seconds after Rikishi in 01 so they are both valid entrants. Roman in his injury year and Austin in 99 were also both back before the match end too. Nunzio in 04 and Bossman in 2000 didn't enter the ring before the next entrant, but they both showed willingness to enter at some point and both were in the match before No. 30 too.
Lastly you absolutely cannot be DQ'd so Finlay in 2008 was bullshit.
