So now that the 25th Anniversary is over, there were some glaring, bafffling omissions from the show. So let’s name who really should have been there.
Punk is an obvious one, but that was never going to happen.
But the Rock?? Where the Hell was the Rock? He couldn’t even do one of his video interviews or something?
No Foley? No RVD? No Bret?
Who else were you surprised didn’t make an appearance?

Foley and Bret both had prior commitments and I'm sure Rock is busy with something in Hollywood. RVD I think is at odds with the company over concussions or something.

Seems like just a ton of guys had health issues and couldn't make this show or had prior engagements that had to go to like Edge.

Very simple answer to this one. They scheduled the 25th Anniversary show on the same night as the go-home show for their 2nd or 3rd biggest PPV of the year. Bad timing, and it showed. Instead of concentrating on the anniversary and giving us the nostalgia kick we all expected, with the HOFers and important stars, they gave us celebration-lite on a regular old RAW. Piss poor effort.

RVD wants to continue wrestling but per his divorce papers he got a concussion that impaired his vision that's one of the big nos on the wellness test.

Lita not getting invited is a weird one. They carted out The Bellas, Maryse, and Kelly Kelly and treated them as Legends and leave girls like Lita, Beth (Who I don't know about a legend but they HOF'd her last year so...) Victoria, Ivory and Molly Holly off?? It was really weird... and didn't really make much sense. If you're gonna trot McCool out there you could have called Layla, Laycool was the only time she was over.

No Rock wasn't too surprising; he's probably got like, 5 projects in production so I doubt he's got much free time. No Foley was weird, though. Shame they couldn't get Val Venis, too.

You could even have him approach Shane and say “It was nothing personal, it was the heat of the excitement”.

Rock is understandably busy and no point In having him do a pre tape promo unless you was going to show it during the commercials to the crowd. Would have been fun to see him and Mick interact on screen as the rock and sock one more time
