They have a lot they can do here to make the rest of the field interesting between debuts/returns/one-offs.

6. Nikki Cross (debut)
7. Kharma (one-off)
8. Toni Storm (debut)
9. Billie Kay (one-off)
10. Peyton Royce (one-off)
11. Ember Moon/Shayna Bazler (whoever loses the Takeover match)
12. Stephanie McMahon (make her number 30)

In this Toni Storm can join Absolution as their newest member and Nikki Cross debuting will foreshadow Killian Dain or Eric Young in the men's Rumble. I think Sanity is the next call-up.
