Because prior to the Women's Rumble, the list of first elimination numbers was 1, 2, 3 and 5. It always felt weird to have that gap.

I would like to put my tinfoil hat on and say that the number 4 is synonymous with death in Japanese culture, and both Royal Rumble winners were Japanese.
It was a nice touch, intentional or unintentional.
