Could there have been a better use for both titles? Instead of being stuck on two guys who already had a high profile match, what could've been a better use for both titles?
Maybe Rob Van Dam defends against Sabu at the biggest stage? RVD vs. Sabu vs. Sandman vs. Tommy Dreamer?
And the IC title could've been Hardy vs. Edge vs. Orton?

I remember a rumor that if Lashley won the ECW title at D2D, Paul Heyman wanted him to go heel and be booked like Brock, taking guys out till he lost to RVD at WM in his Home state.

I actually think having the ECW and IC champions in the Battle of the Billionaires actually puts over the titles big time. The idea was that Vince and Donald could pick pretty much anyone on the planet to be their representative, and the fact that they each bet on a champion is far more prestigious for the champion than having a title defense that could just as easily happen on Raw or ECW on Sci Fi.

I have to disagree. By this reasoning the Alliance became more credible when they turned the storyline into another McMahon family feud. Having champs as their reps made it look like “the titles are ok, but what REALLY matters is what Vince thinks!!”

Not that it would make for a title match, but I could see Vince, through interference, beating Lashley for the ECW title prior to the event and then proudly wearing the belt to ringside and lording the win over him to try and psych him out. It would be similar to how JBL's lackey Orlando Jordan beat John Cena for the U.S. Title right before WrestleMania 21 to supposedly give JBL an advantage.
